My name is Rick Mumm and I worked for the NCUA for 34+ years. After retiring in 2021, I shifted my attention to assisting credit unions with their needs in a way I couldn't while with the NCUA. Thus, I created Rick's Credit Union Services, or RCU Services for short.

While at the NCUA, I worked as a Consumer Access Program Officer, Consumer Access Analyst, Insurance Analyst, Supervision Analyst, Problem Case Officer, and Principle examiner. I started with the NCUA as a field examiner in Seattle, Washington back in the 1980s. At that time the NCUA, as it is known today, hadn't even been in existence for a quarter of a century. From there, I transferred to the, then, Region VI office located in Concord, California as a Senior Supervision Analyst and then to the Division of Insurance as a Senior Insurance Analyst.

I spent 26 years specializing at the NCUA in areas including field of membership, charter and insurance conversions, bylaw amendments, mergers, and share insurance. While in insurance, I saw many changes in field of membership policies and their implementation. I even pioneered many of the changes, along with testifying in court as an expert witness on share insurance. I have also briefed NCUA Board members on Field of Membership issues, and made presentations to them at Board meetings.

Today, I assist credit unions with all their field of membership, bylaw, or share insurance needs.
